I. IMPERIAL APPOINTMENTS AND RESIGNATIONS

- Ptolemy Confero Antonius is promoted as Flamen of Vulcanus
Emperor Stephanus Galtier: I wanted to add: Yαgσ Fαвισ (yagoshadow) is promoted as Flamen of Lupercal per the Pontifex Maximus.
II. PETITIONS FROM THE TRIBUNATE
Ras Parthicus: There were two items carried at the last plebeian meeting. I am not sure whether they are regarded as petitions or items for the meeting of Senators. Booker Beningborough: The Senators dealt with an item presented to them. The others were not acted upon as they are for the Emperor to resolve. Elavor: I have to say I am disappointed that the details of the important motions raised by the Tribunes are not a part of public record and that makes me wonder the worth of any future decision raised by them. They should be stated in full for all to bear witness to. Janu Shimada Vindelici: All resolutions of the Tribune go to the Senate, under the Constitution. Are we being bypassed? Booker Beningborough: The Emperor will decide upon those issues. Zarek Antonius: Can we have the list of Tribunes read aloud, please? I would ask that they be listed out in the meeting for public documentation. I may have a follow up after the list is read. Ras Parthicus: Alexi Inside-ROMANOV-PHOENIX, Anus Octavi-anus, candyboy Allen, Elavor, GaryMike Maximus, Luca Antonius Hadrianus, Ras Parthicus, Ruggeris Britannicus, Twiztid Antonius Drakon, Zander Antonius Hadrianus. The Tribunate meeting elected Ras Parthicus as lead. Zarek Antonius: Therefore, I have a question. I recall Rugger tendering his resignation from the Tribunes in the Empire Notices (and on Facebook if I recall, though I may be mistaken). How is it that he is still Tribune now? If something as important as this is stated in Empire chat, how can it now no longer be true? And if this has changed, how can we trust anything said in the Empire Notices at all. In my opinion, people in SL (and especially here in ROM) have too much of a knee jerk reactions and send things out prematurely. I won't get into my already documented opposition to the liberal use of the Empire Notices but something as serious as an Elected or Appointed position should not be so casually dismissed via a Notice in a group. Therefore, he must have thought long and hard about this. How does one renounce a position in group notices and then be allowed to turn around and renounce their renouncement. To me, this is a serious matter and needs to be addressed. Emperor Stephanus Galtier: Regarding the proposals from the Tribune reviewed by the Senate I am aware one such proposal was addressed by the Senate in a private meeting. If the Senate has made a decision in the private meeting that should be documented in the public meeting. As to the items I am supposed to review I can review them first and then we can make them public. Regarding Rugger’s resignation, and this is my opinion, but I also authorized it and encouraged it, Rugger was persuaded by ME to rescind his resignation. There is no provision in the Constitution regarding resignations or how to handle them. If the Tribune or Senate feel there should be, then that should be discussed. Zarek Antonius: With all due respect, Sire - regarding your comments on this - then how do we trust anything we see or read in the notices? A system must be in place and followed. Otherwise, it will be chaos (that's a strong word). Emperor Stephanus Galtier: Zarek, are you asking the Senate or Tribune to discuss this matter formally in a private meeting first (to perhaps add to the Constitution)? Zarek Antonius: Yes, It can’t be allowed to happen again - which everybody is most appropriate to address this. ƛƲŔЄԼƖƲŞ ŔƠMƛƝƠѴ-ƤӇƠЄƝƖҲ: The full Tribunate has yet to vote on these items for Constitutional changes, except for Proxy. It is premature to even read. Tɯιȥƚιԃ Aɳƚσɳιυʂ Dɾαƙσɳ: I think we should dismiss the tribunes, as the goal of this newly created body, was to improve the lives of Romanum citizen's. Since we have taken office, we have spent an exorbitant amount of time primarily focusing on ourselves, instead of the citizens, such as how we got here and proxies. Being this is already a shortened term I believe we should have focused on community not ourselves. I have voiced multiple times that I believe it is a waste of time, and we should be concerned with more positive and helpful matters. So in closing I think this body does more harm than good. Elavor: a waste of time and yet you stood for election - how curious - I am sorry but I cannot maintain decorum when people are being so twisted in name and nature [Tribune Elavor left the meeting]. Ruggeris Britannicus: First of all it was entirely my intention to resign my post and leave Romanum, it was a completely sincere statement at the time of making and in my mind entirely legitimate. I was persuaded, by the wise counsel of our dear Emperor to reconsider, and by the Tribune leader to rescind the resignation. It might be argued that perhaps this should have formed a subsequent announcement, but I object very strongly to be accused of insincerity or posing. If the senate believes I should now leave, as I originally said, let them say now, and I will. Otherwise, that is all I have to say. Ras Parthicus: May I say as Tribune lead say how very happy I am that Rugger is still with us. And may I also say I have been advised today by the Senate Lead, that the question re removal of proxies for Tribune meetings has been agreed to by the Senate and I am now to forward it to the Emperor and Consuls for their final approval. A special committee of tribunes was convened to assess and report on the procedure for election of Tribunes. It is hoped that this committee will report their findings and any proposals for changes to the next meetings of the Tribunate and Plebeians. A document has been raised with thoughts on how we may attract more people to share in the infrastructure and life of Romanum (and to make the place even more exciting for current residents). Multiple suggestions have been made for actions that can be taken - next stage is to classify them as do-able or not, minimal labour and or costs involved, items requiring investment of time and energy and funds, and those that may require changes in policy/directions/action by sim owners. Whatever happens we need a good team of sales/marketing people (not sure what they would have been called in ancient times). The Tribunate and Plebeian Assembly will next meet 22 July. Janu Shimada Vindelici: I would make the point that this is a Senate meeting with an agenda. If Antonius wants to discuss other things, they should put them on the agenda. Can we move on? We've spent 25 minutes on this. Lυcα Fαвισ: I think everyone has a bad day and makes the wrong decisions. I'm glad that Rugger is back, he does a very good job, like any other tribune. And Twiztid, if it makes no sense to you, then you can step back anytime, I think it makes sense. Zarek Antonius: I want to be clear and I have stated this to Rugger personally in IM - I am not accusing him of anything (and this is not personal) - he just happen to be the first person to do this (thus pointing out a gap in the system). I would also actually like to ask that the discussion about resignation should be one that the Censors take up (as part of the Constitution) as I would have said the same thing had a Senator resigned via Notice, only to change his mind after the fact. And to Janu, my comments/questions relate to the work of the Tribunes - I merely asked who they were and wanted clarification of that information and the point I raised. Gaius Antigos: If Twiztid thinks the tribunate is a waste of time and should be done away with, I am sure everybody is happy if he quits his job. But how he suggests to get rid of the body is beyond me. What an arrogant and ignorant suggestion. The tribune is important, and with time and experience they will manage. Also, I would hate to see Rugger quit. He is important for Romanum and the tribune and I hope he stays tribune. RegulusAntius Rufus: I want to say one thing: INCLUSION RATHER THAN EXCLUSION. REMEMBER THAT, GUYS, AND PLEASE PLAY FAIR. Tɯιȥƚιԃ Aɳƚσɳιυʂ Dɾαƙσɳ: I did not say tribune was a waste of time. I said the fact that they continue to speak about nothing but voter reform and proxies is a waste of time. Reread what I typed better. Asharr Panius Daystar: Yes, by Jupiter's Left Ball, you guys have spent almost 40 minutes talking around shit, let’s move on, that horse is dead. Ixion Parthicus: In my dealings with the Tribunes I have nothing but admiration for their work and their willingness to see projects through. Abolishing it only serves the anti-democratic elements in this city. ƤЄƬƦƲƧ ƓƝƛЄƲƧ ƤƠMƤЄƖƲƧ: I have understood him so that he has criticized that this tribunal deals only with itself and procedures and has not really done it for the citizens.
III. MOTION FROM SENATOR RAD PARTHICUS
Senator D Rad Parthicus wishes to introduce and discuss the topic of "minimal expectations of leaders" at the Senate meeting. My goal is that Senators and Tribunes are expected to put in a minimal amount of time in the public spaces of Romanum to encourage involvement and interaction. Deferred to a later date due to Senator Parthicus’s absence.
IV. REPORT FROM EVENTS CO-ORDINATORS
Janu Shimada Vindelici: The Neptunalia festival starts at 12:30 today, when Pontifex Markus will bless the City's horses. During the week, the Pontifex and his Flamines will be blessing fountains. No fountain should go unblessed. Prince Jin is planning an event for later in the month. Vulcanalia and Festivities for the Rise of Pompeii are scheduled for the weekend 24 - 26 August. These are likely to include a grand parade, a chariot race, an art show, fashion parade and themed dances. If you want to help, or plan your own event, please contact Ras Parthicus. There are three exhibitions at the Domus de Ars, Rom IX, with different displays of the male body. Lυcα Fαвισ: The ceremony of the opening of the Lupercal we dated on the 27th of July 1:30 pm slt of pontifex Stefanos. Markus Vindelici: Today after the senate meeting, possibly at 12:30 SLT all are welcome to meet outside the senate building with their horses, then we go to the temple of Neptune where the opening of the Neptunalia takes place and at 130pm SLT, Aurelius leads the public Legion training today at the sea, everyone is welcome to watch Zarek Antonius: Beyond all the wonderful upcoming dances, where are we on the RP committee/ Director (for lack of a better name)? Booker Beningborough: As you saw in the Agenda, the Emperor is still looking for a replacement on the Role Play committee. If you are interested, please send him a scroll. Asharr Panius Daystar: Just wondering why there is no mention of an orgy in the festivities and have rp idea which will forward to emperor.
Janu Shimada Vindelici: At an earlier meeting I asked for a volunteer to help with an orgy. No one came forward. I repeat the offer. Would anyone like to organise an orgy? PTOLEMY CONFERO ANTONIUS: Yes, orgies are being planned, that is all I can say on the matter at this time.
V. REBUILD OF POMPEII
Booker Beningborough: Is there an update on the rebuilding of Pompeii? Ras Parthicus: All I know is that Senator Rad will try and get the work speeded up so that most of it is in place by the 24th of August - the anniversary of the destruction of Pompeii in 79CE.
VI. BUSINESS FROM THE FLOOR
Tybalt Caproni: Scheduling issue: Lupercalia 1:30 Friday 27 July that would only give Lupercalia festivities 1/2 hour before Club Romanum starts. (A window of time with no overlaps would be Noon-2PM on that day) A later start for me to ensure focus is not pulled away from the Lupercalia is doable & flexible but puts my event quite late for European me & my time slot is clearly posted. I’d prefer teaming up & making something thematic & FUN in tandem with Lupercalia rather than a possible conflict with the 1:30 targeted time. I'd like to suggest 1/2 to 1 hour earlier Lupercalia opening. I’ll need to know final plans ASAP (Lυcα Fαвισ: I think so that we can arrange us, we speak with Stefanos. I think we can do it one hour to move forward) Ruggeris Britannicus : At the last Public Tribunate meeting we voted thanks and gratitude to the Event Organisers. May I restate that now to them. Zarek Antonius: The scheduling issue is merely because you are doing both, Tybalt? I thought the "rule" was a RP event and a non RP Event can overlap. The first part at least - the second may be for the planning committee. Tybalt Caproni: Yes Overlaps are legal but better to work together to make something focused for. Lυcα Fαвιo: I think if both parties are working together and consider something, a good solution can be found for both parties so that both have their success. Therefore it is better to talk together. Janu Shimada Vindelici: Wolf's guidelines encourage separation. It sounds sensible that the events are linked. PTOLEMY CONFERO ANTONIUS: I may be wrong in our timeline, but isn't the Lupercalia in February? Tybalt Caproni: it usually is, historically Lυcα Fαвισ: It's about the opening ceremony to reopen the temple, not the feast.
