Minutes, Plebeian Asembly, 16 December 2018 held at The Rostra.
Present: Tribune Lead Ras Parthicus, Tribune GaryMike Maximus, Tribune Ruggeris Britannicus,Tribune Alexi Romanov-Phoenix, Senator Aurelius Romanov-Phoenix, Zander Antonius, Elavor, Luca Fabio Atlantis.
Both Tribune Alexi Romanov-Phoenix and Tribune Lead Ras were congratulated for winning the championships in the Gladiators and Chariots respectively
Meeting Opened 11.06 am by Tribune Lead.
Tribune Lead lead a prayer to the Gods "May the Gods assist us in our deliberations, so that what we do is always to the benefit of the plebeians and the Greater Glory of Romanum." Ita Est
Tribune Lead: My last report for the year 148 to the Plebeian Assembly is as follows.

Tribunate Constitutional Matters
Emperor Stephanus Galtier advised - "The Consuls met again Nov 26 and we agreed that their will now be 5 Tribunes. We agreed the next election will be in January. We agreed each citizen can cast 3 votes.But each of their 3 votes must be for a different candidate. We will probably have to have manual counting of votes by an election committee. The Consuls also changed their mind and agreed any vacancies in the Tribunate will be filled by a special election. But the special election would take of half the time of a normal election. The Consuls came up with a compromise on proxies in the Tribunate. Proxies will continue to be an OPTION as it is now. However for the times when the Tribunate votes on an issue, only elected Tribunes can vote and at least 3 elected Tribunes must be present. Also a minimum of 3 elected Tribunes is required to pass a vote."
Ras Parthicus: This finalises the Constitutional issues proposed to the Senate, Emperor and Consuls, although how the changes are translated into the Constitution will make for interesting reading. My thanks to the Emperor, Consuls and Senators for a workable conclusion to the issues concerning the Tribunate.
Proposal to widen the Romanum streets and roads allowing chariots.
Senate Lead Booker advised "item concerning roads was discussed by the Senators earlier and they have some suggestions to send to the Emperor and Consuls for their consideration. It would be premature to handle it in this open meeting. So it shall be tabled."

- Proposal - Update of Welcome Centre
Rugger and I are working on a model of the Welcome Centre based on the plan he submitted along with the proposal carried at the last Plebeian meeting. Senate lead Booker requested this to assist Senators in learning how the Welcome Centre would look/function under Rugger's proposed layout.
The following issues are with the Emperor and Consuls for their consideration:-

Current matters being attended to by the Tribunate are:-
Servi/Slaves
Following the 6 October special conference about the matter of recruitment, training and retaining of servi/slaves in Romanum.
Once the Emperor has approved, it is planned to bring together a small group to develop any changes deemed necessary to the current 2011 Servi/Slave Policy. It is envisaged that such a group would include 2 Senators 1 or two Tribunes and 2 plebeians/servi. The current Slaver would also be invited to the group. This has been deferred to Januaries 149
The next meeting of the Plebeian Assembly will be held 11am SLT 27 Januaries 2019.

Tribune Alexi Romanov-Phoenix congratulated Tribune Lead Ras and fellow members of the Tribunate for a great job over this short year of work.
Tribune Lead put the first agenda proposal to the meeting.

That the free Romanum clothing in the Welcome pack in the Visitor Centre be upgraded to a more stylish yet simple garment in tune with 2nd Century fashions.

Tribune Ruggeris Britannicus: Having proposed this, however there are problems: if a manufacturer of roman clothing is to be involved they will prefer to sell their own clothing to a new citizen, so the incentive to produce a freebie is quite debatable. I did a little exploring on this earlier and found not much interest. I'd be grateful if anyone has any ideas about who may be approached. Same point: All roads lead back to the welcome centre itself, I think. It may be that in exchange for an advertisement in the WC a manufacturer may be more inclined?
Tribune GaryMike Maximus: Yes. This may be a costly thing to do, to make something available to wear for all bodies. They will also have to be able to be shared and copied. So, I think simple works best. The wearer can upgrade with his own money if he wishes. Whatever vendor supplies the free garment can have some free advertising. That would help make the garment available .
Tribune Alexi Romanov-Phoenix: just a thought.....if we could convince some female designers to alter their forms a bit, they would make an excellent source for toga designs...you cannot go to any event without be overrun by females.

The Tribune lead advised that the next item concerned the Welcome Centre and what could be done to it in relation to the proposal submitted to the Senate from the last Plebeian Meeting - "That the Welcome Centre be redesigned, simplifying it, making it more welcoming and adding a master/slave dating app."

Tribune Ruggeris Britannicus: Many have commented that the Welcome Centre is too confusing and unorganised to new people, and I thought someone really has to make some kind of start or it will never get done. At the invitation of the Senate, Ras and I are working on a mockup of a possible new layout and i hope when its finished that everyone can take a look and pass on their thoughts for improvement.
Tribune GaryMike Maximus: I have a thought. The WC become outdated very easily. Does whoever maintains it need help? Maybe a backup to help?
Tribune Lead Ras Parthicus: There are a number of questions re the Welcome Centre including how the information is kept up to date and relevancy - I am sure who ever is in charge of it now would not mind some help.
Tribune Alexi Romanov-Phoenix: I commend Ruggeris on his diligent work regarding the visitor center layout and modification...good Job! i know its hard to include the encyclopedia Britannica in a dime novel size...but if "keep it simple" could be used here..all the better.
Elavor: Thanks this is not in relation to clothing but in general to the contents of the welcome centre as much of it is very dated indeed. Something more up to date in notecards maybe in several languages would be a good idea. Sorry to add in again but if as has been suggested things are made simpler and maybe the giver things are replaced by modern vendors that sell for nothing updating can be made easier and you also have an idea of what is being given out
Luca Fabio Atlantis: Most of the visitors I saw either already had Roman clothes or they bought something. In 3 years I saw 2 people ready with the welcome clothes
Tribune Ruggeris Britannicus: One of the things I think is important is to try and bring much of the Romanum website info in world, and that would include rules. But I think notecards are a little old fashioned in themselves, so hopefully it can be made clear with a notecard as a backup if needed.
Tribune Lead Ras Parthicus: I am sure to, that if you have any thoughts after this meeting Rugger would be pleased to hear them.
At the conclusion of the discussion about the Welcome Centre, Tribune Lead Ras called for any items from the floor. There being none he thanked all who had attended the last meeting for 148 and stated "We look forward to seeing you back here in the year 149. I O Saturnalia.
