Minutes, Plebeian Assembly Meeting, 29 September 2019 held at Pompeii Public Administration Building
Present: Tribune Lead Ras Parthicus, Tribunes Ruggeris Britannicus and Popov; Citizen Clay; Scribe Joby.
Tribune Lead opened the meeting at 8:06 am and led with an opening prayer. "All Mighty Gods, who watch over the Emperor and his husband Reg and over all the people of Romanum, hear our pleas for your continued blessings on us all and help this Assembly serve the people wisely." Ita Est

RP ENHANCEMENT PROJECT FOR ROMANUM
proposed by Ix Parthicus ἸΞΊΩΝ ΠΑΡΘΙΚΟΣ (as amended at the August meeting by Tribune Ruggeris):
Propose that the Senate (or Consulate, whichever appropriate) considers approving making the zCS Meter generally available to citizens - synchronised across Romanum and Pompeii - to test whether it enhances RP in the sims.
The proposal was returned to the floor for reconsideration after discovery that it was carried during the August meeting without the proper number of votes in favour.
After brief discussion, the proposal was carried unanimously by the three Tribunes present.
Tribune Lead said that he would refer the proposal to the Senate.

a) Welcome Centre
i) Video Competition - The Duration of the Competition was extended to 31 August 2019. Prizes were First 10,000 L and Second 5,500 L. No Entries were received.
ii) Free Outfit - a free Romanum short toga is now offered to new Citizens, that is distinct from the free clothing in the Welcome Kit at the Welcome Centre.
b) Items Outstanding from 2018 Tribunate
Submission re: Urban Design (removal of trees) referred to Consul Stef.
c) Items arising from the Plebeian Assembly Meeting 28 July 2019
Discussions have been held with Senator Tybalt about ways of involving citizens attending the Chariot Races. Boards displaying drivers in each race and the race winner are now in use. A wagering system, that would use zCS coins, has been developed. Incorporation of such a system into the race format has yet to be determined. Assistance from citizens would be required. The suggestion concerning horse races will be furthered once the Chariot participation enhancements have been actioned.
d) Visits to a number of private and public places are to be arranged. Volunteers would be appreciated.

During presentation of the Tribune Lead Report, Tribune Ruggeris noted – regarding item c – that transferring funds from one person to another using zCS requires them to stand very near each other. He raised the questions of whether this might make betting more difficult and whether the distance between participants can be altered by the administrator of the zCS system. Lead Tribune Parthicus said that the distance had not yet been determined but that perhaps the person taking any bets would have to remain in a set place for bettors to transfer coins to him. Tribune Lead said he would follow up on Tribune Ruggeris’ suggestion.
After presentation of the Report, Tribune Ruggeris noted that 14 new members between the two Romanum groups (2 in Empire, 12 in VIPs) represented an approximate 1% increase based on the 1237 visitors to the Welcome Centre. Lead Tribune ventured that this might be a positive indicator given the seeming lack of people in Romanum and elsewhere.

General Business
Tribune Lead announced that Tribune Asharr has resigned his office. The matter is with the Emperor to decide if we shall have a by-election to fill the position.
The Emperor's Ball will be held 19th October at 12 Noon in the Palace. Officers of the Empire have been invited to be a part of the Emperor's Grand procession into the Ball. This is the Ceremonial Entrance into the Ball. All Citizens are invited to the Ball.
Mr Romanum quest is planned for November 2019. Volunteers are needed to ensure this event takes place.
Tribune Ruggeris informed the meeting that The Emperor has advised that Proconsul Ausus and Flamen Sky will be building new accommodations for the Bacchus slaves. In that light, Bacchus dances will now take place in the ruins in the wildlife park until further notice.
Tribune Ruggeris suggested an aquatic ballet to music be staged by Jin for the next Neptunalia.
Tribune Lead noted that the remainder of this year will see the Ball, the Mr Romanum Quest and Saturnalia and that Jin will need support with these activities.
Tribune Lead thanked Tribunes and Citizen for their attendance and input.
