Tribune Ruggeris read a short farewell statement into the record:
“During my two years as Tribune, we’ve had many healthy arguments, but much more agreement and have managed to achieve a number of worthwhile things in Romanum. But the best part of it was working with the great people who made those achievements possible.
I would therefore like to publicly thank all my fellow Tribunes: Candyboy Allen, Elavor, ƛԼЄҲƖ ŔƠMƛƝƠѴ-ƤӇƠЄƝƖҲ, Anus Octavi-Anus, GaryMike Maximus, zαиdεя Aитσиινѕ, Agrippa Furius (previously Twiz), Lυcα Fαвισ, Asharr Furius, Ariel Vindelici and Popov Huldchinsky, together with our scribes Joby and Ejix; and Ixion Parthicus, John Noor and all the other citizens who brought suggestions to us.
Also those who lent their expertise to the new Welcome Centre: Edward Ballinger who built the structures, Ras for his unstinting help and support, Popov again for taking such beautiful portraits and Ariel again for his brilliant idea of partitioning the room, which was so key in the design. Thanks also to my friends Twiz and Ptolomy for their amazing building work on the new re-sited baths.
But most of all I’d like to thank Ras Parthicus for being such an exceptional Lead, working tirelessly often in the wee small hours to keep the whole thing on track. Nobody could have given of themselves more generously and consistently. Thanks, Ras.

Tribune Popov expressed his appreciation to the outgoing Tribunes and his hope that the new Tribunate would be able to call on them in the new year. Lead Tribune Ras offered his assistance if it is requested.
Scribe Joby also reminded that this was his last official meeting as scribe and repeated his offer to assist with the first meeting in the new year if doing so would help ease the transition to the new Tribunate.

"Ave Tribunes and Citizens of Romanum. Welcome to the Tenth and Final Plebeian Assembly meeting for the 2019 Tribunate.
a) Items from the Plebeian Assembly Meeting 27 October
The proposal concerning a test trial of the zCS Meter was referred to the Emperor and Consuls and I have now been advised that Romanum's Supreme Ruling body has agreed to the Tribunate submissions.
A bit of work will be involved in extending the use of the zCS meter to the general populace. It is being successfully used in tandem with the GM Meter at the Gladiators under the management of Senator Tybalt. The zCS system is now operational in all sims.
Discussions have been held with Senator Tybalt about ways of involving citizens attending the Chariot Races. Boards displaying drivers in each race and the race winner are now in use. A betting system, that would use zCS coins, has been developed.
The suggestion concerning horse races will be furthered once the Chariot participation enhancements have been actioned.
The implementation of the zCS on a voluntary basis amongst citizens needs to be managed, but because it's on a voluntary basis, it should be reasonably easy to promote. Use of the meter, the coins and the other attributes of the system need to be explained to users and for those who use or have used the GM meter, it should be fairly simple.
In the initial stages I will discuss the implementation of the system and the betting with Senator Tybalt and then we can move on from there.
In discussion after this item was presented, Tribune Ruggeris asked if the Tribunate could see if the Emperor wishes the zCS to be made available in the Welcome Centre. Lead Tribune noted the idea, said that he would be in discussion with Senator Tybalt about instructions on use, and recognized that Bank availability will need to be part of the instructions.
b) Items in Abeyance
How to engage more Citizens in the day-to-day life of Romanum: The idea of a graffiti board has been followed up and one purchased for trial but certain technical difficulties mean back to the drawing board. The other idea of a survey was mentioned in dispatches to the Emperor about utilising Survey Monkey. Google also has a Survey system.
c) Visits to a number of private and public places are to be arranged. Volunteers would be appreciated.
d) Saturnalia successfully took place over the period 13 December to 21 December (SLT)
The Programme included :-
an Art competition, and citizens could also enter an architectural competition to identify structures in Romanum - by Popov Huldschinsky;
Opening Ceremony - by the Pontifex Maximus;
Banquet with classical music - by Flamen Petrus;
Saturnalia Dance - by Senator Tybalt;
Orpheus - A musical drama - followed by a dance - Senators Janu and Petrus;

Citizens are encouraged to raise with any Tribune their suggestions for events they think would be good for the 10th Anniversary celebrations.

Tribune Lead congratulated newly elected Tribunes Dax Vayandar Parthicus on becoming the Chariot Champion for the next year and Jonny for taking on the position of King of Saturnalia.
Discussion followed about specifics of the Anniversary celebrations with all at the meeting showing their enthusiasm for the Event. Dates and events are not yet known (Proconsul Booker, has been appointed head of the Celebrations). The actual inception date of Romanum is believed to be March 2010. Tribune Lead suggested that the incoming Tribunes interest in assisting should be communicated to the Senate as soon as possible. He also said he would try to find out what is being planned, but that this will no doubt be advised at the January meeting of the Senate in 150.
YEAR-END REPORT by Lead Tribune Ras
Greetings fellow Tribunes and Romanum Citizens.
Today the 2019 Tribunate meets for the last time.
A year of consolidation after the 2018 Tribunate's introduction to Romanum.
First I want to thank my fellow Tribunes whom I have had the pleasure of working with this year - Ruggeris Britannicus, Popov Huldschinsky, Ariel Parthicus-Vindelici. Asharr Furius Panius was also a Tribune until he resigned his position in September.
Also my thanks to the men who were elected and served on the First Tribunate which did not terminate until the end of February 2019. This year's Tribunes were elected under the rules of the new constitution.
This year we have seen the new Welcome Centre put into place under the guidance and a lot of work by Tribune Ruggeris. In the last six months or so, there have been in excess of 2100 visitors through it.
We also outfitted the Pride Pavilion as a showcase of Romanum activities and did an update for the Saturnalia Celebrations.
We have developed a system for betting at the Hippodrome and followed up on the voluntary introduction of the zCS system for Citizens who are not involved with the Gladiators or Legion. We have now been advised that the Emperor and Consuls have agreed to the implementation of these proposals.
A competition to produce a suitable video showcasing Romanum was tried but unfortunately no entries were received.
The Servi/Slaves policy, that the Tribunates both in 2018 and 2019 had a good deal of input into and involvement with, was adopted in July 2019. A workable policy that provides assistance to masters and servi/slaves about the basis on which servitude in Romanum is managed.
A free toga was developed and is made available to new Citizens of Romanum (as distinct from the clothing that is made available on first entering and wanting to be involved in Romanum).
The Tribunate tried a number of changes to meeting times, with limited success. Dealing with Tribunes being scattered throughout the known world and the same for our constituents, trying to find the optimum meeting time was not easy.
In addition the Tribunate tried a new location for meetings during the year, away from the Forum Rostra and at the Pompeii Administration Building. This helped reduced the lag and interruption to meeting proceedings.
The Tribunate was also vocal in pushing for more role play experiences in Romanum, and I am pleased to say that citizens have taken this into their own hands and we have seen a number of such activities recently.
There are a lot of smaller items that the Tribunate has handled this year but I will not go into them in this report.
There is one person in both Tribunates who has always provided the support and back up, especially when I started to doubt my own abilities - and that is Ruggeris Britannicus - a good man to have your back when things might be getting a bit tough or looking at going off the rails.
At this stage I wish to offer my heartfelt thanks to the Emperor for having the wisdom to set up the Tribunate and then support me, as did Consuls Stef and Rad.
I am humbled by being one of the first Tribunes and the first Tribune Lead - something I will always remember dearly.
Thank you all fellow Tribunes to your work with the Tribunates and I wish the incoming Tribunes all the best in helping Romanum remain strong.

General Business
The new togas for Citizens were discussed. These were developed with a more modern design than the basic toga which has long been available from the Welcome Centre. Tribune Lead said he reviews the membership list and sends out requests for body styles (although he noted that he last sent out eight invitations and got no replies). Should any new Citizens have been missed or missed an IM about the citizen toga, they are welcome to contact Tribune Lead Ras Parthicus. Tribune Ruggeris clarified that the togas are not currently available for Aesthetics because templates for that body cannot be obtained; however, he is looking at options.
